Wow, cyber risk insurance is a new and interesting concept. But how would you prove that you were hacked? If your car or house is damaged, or your body breaks down, you have pretty obvious proof. What about your email account, can you prove who did it? would there be scams where people say 'i was hacked and they stole xxx' but they had a friend do it?
